Colonel Greg Tims, 90th Missile Wing commander, signs the new contract between F. E. Warren and American Federation of Government Employees Local 2354. AFGE Local 2354 was chartered on November 1, 1963; initial membership was 53. Walt Robin was the first president; since the charter there have been 14 presidents. The symbolic signing of the memorandum of understanding between Warren AFB and the American Federation of Government Employees, local 2354 signifies the completion of negotiations of a new three year agreement. The agreement includes 33 articles covering a multitude of management, appropriated fund employee, and local Union rights and obligations as they relate to bargaining unit Federal civilian employment at F.
