Award winner Sandra Rutherford, 90th Contracting Squadron director of business operations, is presented the Small Business Advocate of the Year award for the State of Wyoming, Nov. 7, 2018, at F.E. Warren Air Force Base, Wyo. The award recognizes individuals who have provided exceptional services to small businesses.
