Training proficiency is important part of MSET

The Missile Standardization, Evaluation and Training Assessment is Dec. 5 to 10.

Training proficiency counts for a significant chunk of the total score (35 percent to be exact). Like evaluation proficiency, training proficiency includes scores from operations (30 percent), maintenance and communications (40 percent) and security forces (30 percent).

The most substantial portion of the operations score will be missile operations. Evaluators from Twentieth Air Force will observe classroom and missile procedures training instruction along with training material and the unit qualification training program.

This year, Twentieth Air Force included alternate/squadron command post upgrade training on their to-do list. Other additions to this year's 20th Air Force Instruction 90-1 include MPT manning based on nominal unit presentation. In other words, MPT instructor crew composition during MSET evaluations is based on the average composition of instructor crews during the previous six months.

For aircrew training proficiency, instructor spot evals will be administered, but any in-unit upgrades or duty familiarization training in progress during the inspection period will be given priority by Twentieth Air Force for evals. Emergency procedure training will be evaluated as a secondary option.

Maintenance training proficiency will be assessed by training proficiency exams on all certified instructors. Instructors, trainers, and tasks will be selected 24 hours in advance. CFETP qualifications and all lesson plans will be inspected for 100 percent task coverage. Class I, II and III trainers will be inspected and all munitions trainers and re-entry system trainers will be disassembled for inspection. The communications rating is based on TPEs, training program administration, and trainer mockup hardware.

Security forces will be rated on process review and instructor proficiency. The process review includes a program assessment and a cross-section review of Twentieth Air Force selected personnel through various phases of training. The entire training, evaluation and feedback loop will be included in the review. Instructor ratings will be based on the ability to properly arrange and conduct formal training classes. The names of those evaluated will be identified 24 hours before the assessment.
