90th Missile Wing Commander Hosts Wing All-Call in His First 100 Days in Command Published Sept. 12, 2025 By 2nd Liuetenant Raegan Lockhart 90th Missile Wing Public Affairs F.E. WARREN AIR FORCE BASE, Wyo. -- Col. Terrance Holmes hosted his first wing all-call as the 90th Missile Wing commander on Sept. 9. At the all-call, Col. Holmes addressed his intentions and expectations for the wing as well as what the wing can expect from him. “My goal as your commander is to take care of you and your family’s quality of life and the institutions here at the 90th Missile Wing,” said Holmes. “So, I can trust you to then take care of the mission.” Col. Holmes also introduced Lt Col. Jannel Black, 90 MW chief of Safety and his appointed multi-functional team lead for the 2026 Nuclear Surety Inspection (NSI). “The NSI ensures that our personnel are qualified to do the mission,” said Black. “Are we managing our resources correctly and are we able to operate in a safe, secure and effective manner – this is how the Air Force makes sure we’re doing what we need to do day in and day out.” Together, Col. Holmes and Lt Col. Black emphasized the importance of the NSI. Homing in on the efforts of each group and how they play a role in the entire wings mission success. “We are key to ensuring our nation’s security,” said Holmes. “It is yours and my responsibility to come to work each day and do our part in making sure the 90th Missile Wing continues to maintain a safe, secure and reliable nuclear mission.” Over 700 Mighty Ninety members were in attendance along with a few special guests from the community, 90th Missile Wing Honorary Commander, Dale Steenbergen, president and chief executive of the Greater Cheyenne Chamber of Commerce, as well as Carolyn Ritschard, Adopt an Airman program coordinator and Air Force Global Strike Command civic leader. Col. Holmes took command of the 90th Missile Wing on June 12, 2025. Prior to taking command of the wing, Col. Holmes was the Air Force Global Strike Command’s Inspector General.
