TOWN HALL UPDATES (April 28, 2020):

  • TMO will can be reached in their office Monday, Wednesday and Friday 0730-1300 at 307-773-3113
  • If you have orders, TMO can start doing the PPM paperwork in order to be ready for when the stop movement is lifted.
  • If you're separating or retiring, there should be no issues for your move.
  • Starting Saturday, May 2, Respiratory Clinic call in begins at 0800, then Monday-Friday at 0730.
  • Plans are in the works to lift some restrictions and open some base facilities, check out the F.E. Warren Facebook for updates.

TOWN HALL UPDATES (April 24, 2020):

  • PCSing IN, members will receive hardship duty pay if staying in a hotel for their first 14 days. (Recommend using GTC)
  • PCSing OUT, members are entitled to the standard CONUS rate of Per Diem. (Will need receipts and order amendments)
  • We're continuing on the current methodical and safe course, as we work with the state and the city.
  • If your HHG have already been shipped, you can proceed with your PCS as planned.
  • No good details to share right now in walking back HPCON Charlie restrictions.
  • Inquire with your leadership about TMO issues. They will have contact information.
  • ACTIVE DUTY Pharmacy Hours: MWF- 10:00 A.M - 3:00 P.M. & T,TH 10:00 A.M - 4:30 P.M. (No changes for Retirees)

TOWN HALL UPDATES (April 17, 2020):

  • Use/Lose Leave has been extended to 120 days. (Please read the guidance to ensure understanding)
  • ALS will be starting again in May. (Please contact your First Sgt. for details)
  • Retiree caregivers will need a valid ID in order to access the base if their official approval process has not been completed. 

TOWN HALL UPDATES (April 14, 2020):

  • We’re working hard to put in place a better process for non-medical attendants.
  • The intent of wearing the face coverings is so you don’t spread your germs to others.
  • Reminders:
  • 6 feet social distancing
  • Mask on when unable to keep 6 feet social distancing
  • Essential travel only
  • Follow the rules now to try and avoid HPCON Delta   
  • Gate 5 inbound and outbound are for commercial traffic only
  • Immunizations are still happening for those under 2 years old and for deployments

TOWN HALL UPDATES (April 10, 2020):

Face Masks:

  • Face coverings are required while at the BX and Commissary and elsewhere on base where maintaining six feet of distance is not possible.
  • Please do not use this opportunity while in uniform to make them a fashion show. Ensure they are conservative and in keeping with uniform standards.
  • Kids two and under are not expected to wear a mask, but efforts should be made to ensure small children don’t accompany you into public spaces.
  • Do not use uniform material such as old ABUs. Those uniforms are coated in flame retardant and may not be safe to breathe through.
  • Wash your masks regularly, preferably daily, and do not touch around the nose and mouth area with your fingers.

Isolation and Quarantines:

  • Upon returning from TDY / Travel, personnel will be required to maintain a 14 self-isolation.

Travel Bans & Socialization:

  • The travel ban looks like it will continue for the foreseeable future.
  • Travel outside of essential travel for food and other required supplies is prohibited.
  • If you are moving and need assistance, lean on your unit for assistance or support. Try not to go to friends or family if it can be helped.

HEALTH PROTECTION CONDITION (HPCON) LEVELS

HOW DOES HPCON C AFFECT BASE OPERATIONS?

We were PREVIOUSLY at HPCON B+, so many C measures were already implemented. New changes:

  • Base access procedures for retirees and veterans: this population will only be able to gain access to base for medical needs and shopping at the Commissary and Exchange on Tuesdays and Thursdays from 1300-1630. 
  • The CDC and Youth Center are restricted to children of mission essential personnel only
  • DFAC is restricted to meal card holders and mission essential personnel only
  • No local deliveries will be permitted on base; it is suggested they meet you at the parking lot outside of Gate 2 (UPS, USPS, etc. still permitted entry)
  • All playgrounds, tennis courts, and gyms are closed
  • All NAF facilities and activities are closed and cancelled
  • No gatherings in base homes permitted

WHO IS MISSION ESSENTIAL?

In this case, mission essential means the people needed to keep the day to day operations going to continue to provide a basic level of service while still meeting the mission needs. Everyone who is mission essential has been notified. If there is any confusion, please contact your supervisor immediately.

WHAT ARE THE DIFFERENT HPCON LEVELS?

BASE ACCESS

WHO IS ABLE TO GET ON BASE?

  • Active duty members, dependents, and mission essential personnel. Use Gate 2.
  • Visitor access will only be granted for essential visitors using the extended pass procedures through unit leadership and the Pass and ID office. Examples of essential visitors: family members who may be staying on base to assist in child/family care plans, medical visits for family support, etc…
  • Retiree base access is limited to medical needs and shopping at the Commissary and Exchange during set hours. These hours are Tuesdays and Thursdays 1 p.m. to 4:30 p.m.
  • VA card holder access is limited to shopping at the Commissary and Exchange during set hours. These hours are Tuesdays and Thursdays 1 p.m. to 4:30 p.m.

HOW CAN I REQUEST AN EXTENDED VISITOR PASS FOR ESSENTIAL VISITORS?

Process:

  1. The sponsor/member will need to complete a memorandum with all pertinent data for squadron commander/equivalent approval. 
  2. Once the extended term memorandum has been endorsed/approved by the squadron commander/equivalent, the sponsor/member returns the approved memorandum to 90 SFS/S5B for processing/implementation.
  3. The sponsor/member will be provided with the pass for their visitor.

*Final approval authority will reside with the sponsor/member’s squadron commander/equivalent.

If/when possible, pre-authorization is recommended.  When pre-authorization is not possible, visitors meeting criteria will be issued a 72-hour pass in order to provide requisite time for the sponsor/member to complete the extended term pass process.

NOTE:  As a precautionary measure, visitors will be required to answer specific health questions whether being issued a 72-hour pass, or an extended pass.  Visitors may be denied pass approval based on the answers provided.

Please work with your chain of command to answer any specific questions you may have… much of this will be tackled case by case.

 

I HAVE FAMILY VISITING, ARE THEY ABLE TO GET ON BASE?

We are trying to reduce the amount of visitors to the base. Non-mission essential visits are not authorized, however visits will be addressed on a case-by-case basis to allow for special circumstances, such as help with child care or medical needs.  Please work these visits through your Chain of Command.

ARE DELIVERY SERVICES ABLE TO GET ON BASE?

No local deliveries (food deliveries, PostMates, etc.) will be permitted on base; it is suggested they meet you at the parking lot outside of Gate 2. Deliveries from UPS, USPS, FEDEX, etc. are still permitted entry.

 

BASE HOUSING

I WORK OFF BASE, IF THE BASE CLOSES, WILL I BE ABLE TO RETURN TO MY HOME ON BASE?

There is no point at which we would keep you from returning to your home on base.

SPOUSES/FAMILIES OFTEN HELP EACH OTHER OUT, HOW ARE WE SUPPOSED TO DO THAT IF WE CAN’T GO TO EACH OTHERS HOUSES?

Do as much as you can through virtual means. Please carefully assess if the need is truly essential or urgent before physically going to help. As demonstrated in South Korea, one infected person can quickly turn into 1,000, so these measures are in place for the health of the whole community. Please reach out to supervisors, key spouses, and military life counselors if you have a need.

WILL HOUSING MAINTENANCE STILL BE AVAILABLE?

Only emergency maintenance will be available, for example if you have no heat or water. Still submit routine requests through the app, so when things are back to normal they can get to you quicker.

 

FOOD SERVICES

WHAT CHANGES ARE TAKING PLACE WITH THE COMMISSARY? WHO CAN SHOP THERE?

  • Retirees and VA card holders are only permitted to shop Tuesdays and Thursdays 1 p.m. to 4:30 p.m. They must check-in at the Visitor’s Center outside of Gate 1 (Randall Ave.) for pre-screening and a pass before proceeding onto base.
  • Active duty and dependents are not to shop Tuesdays and Thursdays 1 p.m. to 4:30 p.m. while retirees and VA card holders shop, to promote social distancing.
  • On Wednesday, March 19, all stores will begin 100% I.D. card checks at the entrance of the store and will revoke the visitor policy. Only patrons with a valid ID card or CAC card will be granted entrance to shop. This will reduce the number of people in our stores and help with social distancing, crowd control, etc.
  • On Thursday, March 19, we will eliminate "early bird" shopping hours to allow more time for cleaning and re-stocking of our stores.  That means the commissary will no longer open at 0700 for early bird shoppers. Instead, we will implement opening at the normal commissary hours. This means we open at 9 a.m. Tuesday through Saturday and open at 10 a.m. Sunday.

WILL THE COMMISSARY START RESTRICTING PURCHASE LIMITS?

The commissary is restricting high-demand items to two items per shopper at this time.

WILL THE DFAC REMAIN OPEN?

The DFAC is restricted to meal card holders and mission essential personnel only. They are offering carry-out only.

AAFES CHANGES:

AAFES Food/Dining:  Carry out and drive thru only beginning Tuesday, 17 March 2020.

AAFES Express food items (roller grill) will be bagged and placed in the warmer so that customers are not using tongs to access food on the grill beginning Tuesday, 17 March 2020.

AFFES Express hours of operation change to 0600 – 2000 Monday through Saturday and 0700 – 1900 on Sunday starting 18 March.

 

CHILD CARE

WILL THE CDC AND YOUTH CENTER REMAIN OPEN?

The CDC and Youth Center has been restricted to children of mission essential personnel only.

WILL WE BE ABLE TO KEEP OUR SPOTS AT THE CDC IF WE ARE NOT ABLE TO BRING OUR CHILDREN?

Leadership is working toward keeping spots for those families pulling their children due to precautionary measures.

SERVICES

IS THE BARBER SHOP GOING TO CLOSE?

There are currently no plans to shut down the barber shop on base, but the hours posted are not necessarily the hours they will be open. Only a couple of people are working at a time, so it is a good idea to call ahead of time. It is understandable if hair is out of regs right now, but this is not permission to allow hair to get crazy.

WILL THE GYM STILL ALLOW 24/7 ACCESS?

The gyms are now closed. There are many services offering free workout streaming, so you can do workouts at home

CAN THE MANDATORY TA BRIEFING BE WAIVED, SO PEOPLE IN ISOLATION CAN ENROLL?

The education office is offering one-on-one TA briefings over the phone.

 

TRAVEL

*ALL TRAVEL IS RESTRICTED TO ESSENTIAL TRAVEL ONLY: to work, medical care, and shopping for essentials.

AM I ABLE TO TAKE LEAVE?

As directed by the Deputy Secretary of Defense, only local area leave is authorized until 11 May 2020, unless granted an exception by the first General Officer or Senior Executive Service member in the chain of command. This directive is necessary to limit the continuing spread of COVID-19. Local area leave is defined in AFI 36-3003 as the place where the member lives and from which he or she commutes to their duty station.

WHAT ABOUT PASSES?

Likewise, travel during regular or special pass is limited until 30 March 2020, when the policy will be re-evaluated. Regular pass periods are defined as beginning after normal working hours and ending before the beginning of normal working hours on the next working day, including weekend periods. Because all personnel may be required to respond to the installation on short notice for ongoing operations, public health evaluation or isolation protocols, members will be within one hour of their primary residence at all times during regular pass periods. This time response requirement may not be exceeded without express permission of the first commander in the member's chain of command for good cause. This restriction does not apply when seeking medical treatment.

FURTHER GUIDANCE FOR PREVENTING EXPOSURE:

During this national emergency, military members will restrict travel and exposure, to the maximum extent possible, to and from work and home, and to establishments supplying basic lifestyle needs (food, gas and water suppliers), while avoiding locations where 10 or more people can congregate that do not afford social distancing ROEs. If a member is a Person Under Investigation (PUI) or in a Restriction of Movement (ROM) status, adhere to the isolation requirements for the safety of the force. This cannot be taken lightly as this Pandemic has the potential to change the landscape of the country and the viability of our strategic forces. It starts with each individual taking responsibility for their own behaviors.

HOW ABOUT FOR NON-ACTIVE DUTY MEMBERS WHO LIVE AND WORK ON BASE?

For DoD civilian employees, contractor personnel and family members, it is strongly recommended you restrict travel in the local area and follow DoD travel guidance.  If you fail to do so and end up traveling outside the one hour radius from your primary residence, you are not permitted entry back onto our installation until cleared by our Public Health personnel.   You must contact our Public Health office at 307-773-3040 and follow their direction.  We will follow the DoD Force Health Guidance memo, which directs that civilian employees and contractors should be restricted from the workplace for 14 days after returning from overseas travel.  You do not get to return until you are cleared. 

WHAT DOES SIX-RING RECALL MEAN?

You will report to your duty section as normal, you must be able to answer your phone within six rings, you must be able to report for duty within two hours of notification to report for duty, and there will be zero alcohol consumption while on six ring recall.

*Note 6 ring recall has been lifted at this time. Those identified for disciplined self-isolation and social distancing roles know who they are and what is expected of them.

I AM CURRENTLY TDY AT AN IMPACTED LOCATION TDY, DO I RETURN TO MY HOME STATION?

(As of 16 March 2020) No, remain in place. See Part I, para 3 of “Stop Movement and Concurrent Guidance Related to Travel Restrictions Due to the Coronavirus Disease (COVID-19)”.

Airmen projected TDY or Leave to a Stop Movement location will not proceed. Airmen currently at a TDY location impacted by Stop Movement will remain in-place until further guidance or Stop Movement is terminated. Airmen enroute will be contacted by their chain of command for instructions. Airmen currently on leave at an impacted Stop Movement country will remain in-place and will be contacted by their chain of command for further guidance. Upon member returning to home station, leave dates will be adjusted accordingly.

I AM SCHEDULED TO PCS SOON, HOW AM I IMPACTED?

All PCS moves are postponed until May 11. This date could be pushed back. Check with your chain of command and MPF to see if and how it impacts you. If you are in flux during your PCS, work with your Chain of Command, CSS, UDM, MPF and TMO to ensure you and your family have a place to stay.

WHAT ABOUT INDIVIDUALS WHO HAVE HAD THEIR HOUSEHOLD GOODS PICKED UP, BUT HAVEN’T DEPARTED THEIR LOCATION?

(As of 13 March 2020) Each situation is different. Contact your shipping office to determine your shipment is still in the local area and whether or not you may have access to it.

I’VE ALREADY DROPPED MY POV OFF, BUT MY PCS HAS BEEN DELAYED. CAN I GET MY CAR BACK?

(As of 13 March 2020) If you’re interested in retrieving your vehicle, contact the VPC immediately. VPCs are postured to assist customers with changing appointments, vehicle retrieval, and answering any other POV-related questions you have.

I AM SCHEDULED TO GO ON A DEPLOYMENT. WILL MY DEPLOYMENT BE CANCELLED? WHAT SHOULD I DO, WHO SHOULD I CONTACT?

(As of 16 March 2020) Stay in touch with your deployed and home station unit leadership, and make sure they know how best to reach you.

MEDICAL CONCERNS

MISSION CHANGE

  • There will be limited access to base for retirees, their dependents, and VA card holders: Tues and Thursday 1 p.m. - 4:30 p.m. to only the BX, Commissary or to the medical clinic.

SERVICES

  • The CDC will be open to mission essential personnel only.
  • The support functions for your resiliency are still available. Reach out if you need assistance.
  • All fitness centers, parks and tennis courts will be closed.
  • The DFAC will move to mission essential and ESM/meal card holders only.
  • Housing maintenance will move to emergency fixes only.
  • Dependents will still be able to travel to and from base.
  • Package deliveries such as USPS, FedEx and UPS are still able to come on base and deliver.
  • Retirees, dependents and VA card holders will be able to access the pharmacy, commissary, BX and Shoppette at the aforementioned times of Tues and Thursday 1 p.m. - 4:30 p.m.
  • Active duty will be able to access the commissary and BX
    • BX: Monday, Wednesday, and Friday: all-day
    • Commissary: Wednesday and Friday: all-day
    • BX and Commissary: Tuesday and Thursday: Open to 1pm

 


MEDICAL CONCERNS

  • The Medical Group is NOT closed.
  • If you travel more than one hour from your domicile, please CALL the appointment line/Nurse Advice Line to participate in a screening to ensure you’re safe to come back on base.
  • Weekend COVID Symptoms:  Call the nurses line, and they will advise an action to take. Active duty, from 6 a.m. to noon, can call the three hotlines, for the respiratory clinic, given to them by their command.
  • Duty Week COVID Symptoms:  Stay home and call the appointment line at 307-773-3461. Active duty with respiratory symptoms and fever can call the three hotline numbers given to them by their command.
  • Use virtual appointments: It is a telephone conversation with your provider to determine if an in-person appointment is necessary.
  • Use Secure Messaging: This is an encrypted message you’re able to send directly to your provider. Sign up at tolsecuremessaging.com
  • Severe Symptoms:  Visit the local ER.
  • Family Needs:  Contact the chain of command, key spouses groups or reach out to Public Affairs to share your need. We are all in this together. Please make sure we are good neighbors.

MISSION CHANGE

  • Do NOT call BDOC with anything other than emergencies. For those questions, please call the Public Affairs office at 307-773-3381.
  • For troubleshooting VPN telework access, please read the directions sent out by the communications squadron prior to calling the Comm Focal Point.
  • There is an understanding from leadership that the hair regulations may be more relaxed.
  • MSgt promotion board has been pushed to June 1, 2020.
  • Continue to practice OPSEC and refrain from discussing specific field movements.
  • Local Area is defined as, from your domicile to your place of duty.
  • A pass is defined as one hour around your domicile.

BASE ACCESS

  • Gate 2 is the central entry location for the base populace. Gate 5 is the entry location for commercial traffic. Gate 1 is closed until further notice.
  • Food deliveries are still allowed as long as the delivery driver has previously been issued a pass and the pass is still valid.
  • Contractor Access: Reach out to the contracting officer responsible for your contract to determine base access
  • Living on Base:  You will be able to go home if you live on base.

 

  • SERVICES
  • CDC Closure: There is no plan, currently, to close the CDC, however leadership is discussing the possibility of whether or not to transition to Mission Essential personnel.
  • DFAC Service:  No self-service options. Carry out only.
  • Commissary Hours: The commissary is opening at 9 a.m. for everyone. From 11-1300, Aisle 1-6 and self-checkout, those active duty in uniform will have priority.
  • Commissary/BX Access: Dependents and those with a valid DOD ID are allowed in both facilities.
  • Commissary Stocking: A truck should be arriving March 21, 2020.
  • Gym Hours: Both Fitness Centers will be closed from 9 p.m. to 4:30 a.m.
  • Gym Changes: Basketball courts, Racket ball courts and areas where group activities are held will be closed.
  • The CAC registration hours for gym access will remain the same.

SIX RING STANDBY: Military personnel are no longer on six-ring standby; however, members should adhere to readiness expectations.

AAFES CHANGES:

  • AAFES Food/Dining:  Carry out and drive thru only.
  • AAFES Express food items (roller grill) will be bagged and placed in the warmer so customers are not using tongs to access food on the grill.
  • Beginning March 18, AFFES Express hours of operation change to 6 a.m. to 8 p.m. Monday through Saturday and 7 a.m. to 7 p.m. on Sunday.

PREVENTION

• Public Health Emergency has been declared.

• Mission Essential personnel will practice disciplined self-isolation

Don’t leave the house unless necessary

• All Personnel will practice social distancing

6 feet away from others

Stay away from restaurants and other large gatherings of people

• Isolate yourself if you display any symptoms.

The Medical Group has opened a Respiratory Clinic Hotline from 6 a.m. to 4:30 p.m. Monday - Friday and 6 a.m. to noon on weekends) for ALL ACTIVE DUTY members who have fever and cold/flu-like symptoms only. Active Duty members can call the Hotline numbers given to them by their command. You will be triaged over the phone and disposition will be determined.

Active Duty members with any other acute concerns or respiratory issues after 12 p.m., call the appointment line during normal duty hours at 773-3461 and wait for your Primary Care Team to call you back.  After duty hours or on the weekend, call the Nurse Advice Line at 1-800-TRICARE.

MISSION CHANGE

• Maximize tele-working. Work through your Chain of Command to learn their policy.

• HPCON B+: We have already been operating under these conditions.

• Family Care Plans: Are mandatory for single and military-to-military marriages, but is highly encouraged for everyone else to ensure your family is taken care of during emergency or crisis situations.

• Contact the CDC as soon as possible if you don’t plan to take your child in, so the CDC can ensure they’re properly staffed and offer the spot to another child.

• Leadership is working toward keeping spots for those families pulling their children due to precautionary measures.

• The CDC will not be able to increase providers or the 6 to 1 ratio of providers to children.

• The limit to the amount of time an uncertified person is able to watch another family’s child has been waved.

• Work together as a community to help one another ensure our children are taken care of.

RELOCATION/PCS/LEAVE

• PCS Changes: All PCS moves are postponed until May 11. This date could be pushed back.

• Check with your chain of command and MPF to see if and how it impacts you.

• Leave Status: There is no state to state leave authorized at this time. Local area leave only.

• If your retirement date is prior to May 11, you will continue with your normal process. If it falls after May 11, please work with your CSS and MPF for further details.

• If you are in flux during your PCS, work with your Chain of Command, CSS, UDM, MPF and TMO to ensure you and your family have a place to stay.

GYM ACCESS

Tuesday, March 16, both gyms will be open for 24/7 access registration from 7 a.m. to 8 a.m. and 4 p.m. to 5 p.m.

Freedom Hall Fitness Center will have the capability to register you for access to both gyms. The indoor track will only have the registration capability for that gym. We will keep you all updated for additional registration times in the future.

BASE ACCESS

- Military and APF Civilian personnel will report for duty as normal, unless directed through command channels to Tele-work. Units will m...aximize Tele-work opportunities for personnel.

- NAF employees will report for duty as directed by unit leadership.

- Contractors will continue to have base access; report as normal unless directed otherwise by contracting officer.

- Visitor access will only be granted for mission essential visitors using the extended pass procedures through unit leadership and the Pass and ID office.

- Retiree and veteran access is not affected at this time.

THE FOLLOWING FACILITIES WILL REMAIN OPEN:

- Chaplain Services (counseling and religious rites)

- Airman & Family Readiness Center individual services (classes cancelled)

- CDC & Youth Center, DFAC, Education Center, Commissary/BX/Shoppette, Stables

- Gyms will revert to 24/7 access only (CAC card required to open doors)

- Fam Camp & Lodging is open for essential billeting

- Legal assistance services remain open

PREVENTION

  • Currently no confirmed cases at F.E. Warren.
  • Over 80% of people who get COVID-19 have mild symptoms, and the most susceptible for severe symptoms are the elderly or individuals with chronic health problems.
  • Preventative steps:  Wash your hands, maintain 6-foot distance from others, cough/sneeze into elbow, avoid touching your face, sanitize objects you touch, stay home if sick.
  • Mass Gathering:  Means 35-50 people avoid these types of situations.  We have suspended all public outreach activities and support of community events.
  • Customer Service Areas:  If you work in high customer service area, we recommend you not only wash your hands but wipe services once every hour.

MEDICAL CONCERNS

  • Weekend COVID Symptoms:  Call the nurses line, and they will advise an action or to visit the local ER.
  • Duty Week COVID Symptoms:  Stay home and call the appointment line at 307-773-3461.
  • Severe Symptoms:  Visit the local ER.
  • Off Base Medical Treatment:  We are not tracking any cancel appointment. Contact your local provider.
  • Family Needs:  Contact the chain of command, key spouses groups or reach out to Public Affairs to share your need. We are all in this together. Please make sure we are good neighbors.
  • Bed Down Plan:  We are prepared if the situation get worst to meet mission requirements.

BASE ACCESS

  • Gate 2 is the central entry location for the base populace. Gate 5 is the entry location for commercial traffic. Gate 1 is closed until further notice.
  • Visiting Relatives: Relatives are allow to visit F.E. Warren as long as they are not coming from Level 2 or 3 location. This could change in the future. We are working with our local partners to take the necessary precautions. Visit our Facebook site for more information.
  • Living on Base:  You will be able to go home if you live on base.

RELOCATION/PCS/LEAVE

  • PCS Changes: If you are PCS’ing to a Level 2 or 3 location you will be impacted by the stop movement order. Check with your chain of command and MPF to see if and how it impacts you.
  • Leave Status on 6 Ring Recall Status:  No new leaves will be authorized while on 6 ring recall status except those previously approved. Emergency leave will still be authorized. For specific requests or requirements talk with your chain of command.
  • Travel Restrictions:  All non-mission essential TDYs are canceled. Limit unnecessary travel and avoid large gatherings. If you are unsure of TDYs status, please work with your chain of command for direction.
