Colonel Terrance "Terry" Holmes is the Wing Commander, 90th Missile Wing, Francis E. Warren Air Force Base, Wyoming. The wing’s 4,200 military, civilian and contractor personnel defend the United States with combat-ready Airmen and nuclear forces. They provide strategic nuclear deterrence by operating, maintaining, securing and supporting 150 Minuteman III Intercontinental Ballistic Missiles, which stand on alert ready to launch at the direction of the President of the United States.
Prior to his current assignment, Col. Holmes was the Air Force Global Strike Command’s Inspector General. He was responsible for conducting fair, independent, impartial, and professional inspections and complaints resolution across the command. Additionally, Col Holmes was responsible for inquiring into, and reporting on, all matters affecting command readiness, discipline, efficiency, and economy for the MAJCOM Commander Colonel Holmes is a career missileer (13N) having held several positions across the Nuclear Enterprise at Squadron, Group, MAJCOM, Air Staff, and Combatant Command levels. In 2015, Colonel Holmes was named the Air Force Nuclear Operations Field Grade Officer of the Year.
Col. Holmes is a prior-enlisted Staff Sergeant commissioned through Officer Training School in 2000 and is a Master Intercontinental Ballistic Missile Operator with over 5,000 USSTRATCOM nuclear alert hours.
